De La Salle University–Dasmariñas (DLSU-D), Cavite State University-Main Campus (CVSU), and the Department of the Interior and Local Government (DILG)–Cavite formalized a tripartite Memorandum of Agreement (MOA) to strengthen local governance and grassroots leadership in the province of Cavite.
The ceremonial signing was held at CVSU-Main Campus, marking a unified commitment among academic institutions and government agencies to enhance the capacity of local leaders. Central to the partnership is the implementation of DLSU-D’s Barangay Leadership and Governance (BALAG) Program, an initiative of the School of Governance, Public Service and Corporate Leadership (SGPSCL).
The BALAG Program is designed exclusively for incumbent barangay officials and is offered free of charge. It aims to develop essential knowledge, skills, and values necessary for effective community leadership, with emphasis on accountability, transparency, competence, and ethical governance. Through structured learning modules and collaborative engagement, the program seeks to empower barangay leaders to respond effectively to the growing and evolving needs of their communities.
The agreement was signed by DLSU-D President Br. Iñigo R. Riola, FSC, CVSU President Dr. Ma. Agnes Nuestro, and DILG–Cavite OIC Provincial Director Marcial A. Juangco. During the ceremony, the signatories underscored the importance of academic–government partnerships in strengthening public service delivery and advancing sustainable local development.
This collaboration reflects DLSU-D’s continuing commitment to transformational leadership, public service, and nation-building through education and community engagement.
