This program is designed to provide incumbent barangay officials with the essential knowledge in sustainable barangay leadership and governance. It delves into the historical and legal foundations of barangay governance, emphasizes the key aspects of barangay management, underscores the importance of barangay justice system, and promotes the principles of ethical and strategic leadership. The main goal of this program is to empower barangay officials to embody ethical and strategic leadership qualities, in response to the UNSDG No. 4, “ensur[ing] inclusive and equitable quality education and promote lifelong learning opportunities for all.”

- Leverage the pivotal role of barangay leadership and governance in advancing sustainable development goals as outlined in the UNSDG.
- Examine the various theories, principles, and approaches pertinent to ethical and strategic barangay leadership and governance.
- Gain practical knowledge and skills in designing, implementing, monitoring, and evaluating community programs and projects.
- Apply leadership and governance theories, principles, approaches, and strategies in analyzing real-world case studies and hypothetical scenarios pertaining to various barangay issues and concerns.
- Lead local communities in rolling out needed programs and projects by crafting sustainability project plans.

To be accepted into the program, the applicant must meet the following criteria:
- Incumbent elected barangay official
- Recommended by the DILG City/Municipal Local Government Operation Officer (C/MLGOO)
- Commitment to completing the program
- Availability for onsite and/or online classes
The applicant must submit the following documents as requirements for admission into the program:
- Application letter detailing the reasons for participating in the program and demonstrating his/her availability and commitment to completing it
- Proof of incumbency as elected barangay official
- Recommendation letter from the DILG City/Municipality Local Government Operation Officer (C/MLGOO)
The program is scheduled to run for sixteen (16) Saturdays, with each course extending over a period of four (4) weeks.
Blended Learning (onsite and/or online)
Saturdays/8:00 -12:00 NN and 1:00-5:00 PM
Courses will be led by DLSUD faculty and alumni, as well as other qualified volunteers.
- Attendance at both onsite and online meetings is required.
- A Certificate of Course Participation will be issued to participants with no more than eight (8) hours of absences during the course.
- Each participant is entitled to receive a total of four (4) certificates of participation, one certification per course.
- A Certificate of Program Participation will be awarded to participants who receive at least three Certificates of Course Participation.
- A Certificate of Course Completion will be issued to participants who successfully pass the summative assessment given in each course.
- Only participants with no more than eight (8) hours of absences will be permitted to take the summative assessment.
- Each participant is entitled to receive a total of four (4) certificates of completion, one certification per course.
- A Certificate of Program Completion will be awarded to participants who successfully pass all four summative assessments.
Successful completion of each course, as demonstrated by the attainment of a Certificate of Course Completion, qualifies participants for a three-unit credit toward the Master in Sustainable Leadership and Governance (MSLG) offered by the SGPSCL. A maximum of 9 units can be applied for credit towards MSLG.
The program is FREE of charge for participants solely interested in participation. A completion fee of PhP500.00 per course will be applicable for participants seeking to earn certificates of completion.
Certificates of Participation and Certificates of Completion will be presented during the graduation ceremonies held at the conclusion of the program.
